Assessment On The Punishment for A Capital Felony Committed By A Juvenile Whose Case Is Transferred To Criminal Court.

S.B.839 amends Section 12.31, Penal Code, to provide that a juvenile that is qualified as a lawful adult and convicted of a capitol felony, is sentenced to life, not life without parole. The penalty of life without parole is abolished for the juvenile offenders through S.B. 839. With this bill active, eligibility for release on parole for a juvenile will be set after 40 years.
